Arkansas School-Based Medicaid Telehealth Services Overview
In 2015, Arkansas passed legislation that allowed for telemedicine services throughout the state—however, their originating site was restricted to services at a “healthcare entity,” which they did not define. They revisited this legislation in the 2017 legislative session and on February 20, 2017, a new comprehensive Telemedicine Act became law. This Act clarifies that Medicaid shall reimburse for telehealth services (Code Title 23, Chapter 79, section 1602), and defines an originating site as a “site at which a patient is located at the time healthcare services are provided to him or her by means of telemedicine.” The intent is to not limit the location of the patient, and this includes schools as an originating site. Mental health, speech, and OT are covered services for reimbursement.
